Development has not been able to reproduce this issue against supported versions of the software using the steps provided. Since the issue is logged for ArcGIS Enterprise Builder 10.5.1, which is no longer supported, this bug will be closed. Please contact Esri Support Services if the issue is encountered in a more recent, supported version of ArcGIS Enterprise.
