The deallocate (username) method in the ArcGIS API for Python does not work as expected, and issues a no allocated limit to a user.

Changing service credit allocation amounts works without error using the user interface by clicking the Organization tab > Members > Click the link under the Credits Remaining column next to the relevant user and set the credit allocation.
