The custom scale ranges for tile services are not being honored in ArcGIS Online when added through URL.

There are limitations to adding layers as tile layers. Refer to https://doc.arcgis.com/en/arcgis-online/create-maps/add-layers-mv.htm#ESRI_SECTION2_C975F9EFD23C4EE0B52BC145C3989820. Adding the layer to the map through URL as an ArcGIS Server web service solves the issue. - Navigate to the item details page of the hosted tile, click the drop-down arrow next to 'Open in Map Viewer', and select 'Add to new map'.
- In an existing map, click Add, click Search for Layers, browse to and select the hosted tile, and click Use as Basemap.
Note: The scale dependencies are honored.
