This has been fixed for the 10.3.1 version of portal. For 10.3 please visit this page https://github.com/Esri/swipe-map-storytelling-template-js and click the User Download (source code not included) link for the best experience.

- Copy the commonConfig.js file to the app folder from a Portal for ArcGIS 10.3.1 download.
