The basemap gallery in ArcGIS for Office does not include vector basemaps.

Solución alternativa

1. Create a new group in ArcGIS Online.
2. Navigate to ArcGIS Online > Organization > Edit settings > the newly created group.
3. Click Share basemaps under 'Additionally, share the Esri default basemaps to this group by clicking the button below.'
4. Set the group as the basemap gallery group in the Map section of Settings on the Organization tab.

The vector basemaps are available for ArcGIS for Office.
