Error
The attribute table of a feature layer with a one-to-many join displays a row count of all matching records after a field is sorted and rows are selected.

Inconsistencies are expected when sorting one-to-many joins in an ArcMap attribute table since the table only displays the first matching record. When working with one-to-many and many-to-many relationships, use relates or relationship classes instead of joins.
