This issue has been addressed in release of ArcGIS Indoors 10.8. The issue can also be fixed by adding the ArcGIS Indoors template to a group in the ArcGIS Enterprise portal (or sharing the template with an existing group), and making that group the default configurable apps group in the ArcGIS Enterprise portal settings. The user must have administrative privileges. In the ArcGIS Enterprise portal settings, set the group as the default configurable apps group in both the 'Map' tab and the 'Groups' tab. Once both settings are made, and the configuration is saved, the ArcGIS Indoors template shows up first in the list when creating an app from a web map. Solución alternativa

Search the main site for 'indoors', and a list of all of the ArcGIS Indoors templates for the available languages returns.
Click the template for English, 'esri_en' which opens the necessary ArcGIS Indoors template.
Click the 'Create a Web App' button.
