Error
The ArcGIS GeoEvent Server GeoTagger Processor configured with Exit Any fails to return any geofence name when an event with a new Track_ID exits a geofence on its first update after initially starting within a geofence.

- Ensure that vehicles with new TRACK_IDs start outside a geofence.
- Ensure that vehicles with new TRACK_IDs record their first move within the first geofence before exiting.
