The Arcade expression disappears in ArcGIS Online when adding map services from a standalone server.

The pop-up is not stored in the map service's REST endpoint. The pop-up is stored in a layer item or in the web map. When a map service is added by using URL, there is no pop-up info, just a list of fields. The application has to create a new pop-up once the pop-up is enabled in the layer.Solución alternativa
Use the map or feature services in a federated environment. Publishing the services into a federated environment preserves the Arcade expression. If the services are published directly into ArcGIS Online from ArcGIS Pro, the symbology is downgraded.
