This is not a supported workflow for using an Esri Basemap from ArcGIS Online in an offline map within ArcGIS Enterprise. To use an Esri Basemap for offline maps in ArcGIS Enterprise, please follow the documented workflow, which involves adding the basemap service as an item in the Enterprise portal and storing credentials with the service item.
