Running the Spatial Join tool on a dataset with non-nullable fields converts the fields to nullable in the output.

The nullable property comes from the fieldMap. The fieldMap has some default behaviors, one of which is that fields are nullable=True. The fieldMap is used by many tools, and the behavior has been as-is for a long time making it risky to change and potentially affecting existing users' workflows. We will not change this behavior.
