Running the GP Task in ArcGIS REST API does not produce the same result as running in ArcMap or a web mapping app.

Instead of passing the TBL_REGISTRY parameter in as a RecordSet (GPRecordSet), let it default to TableView and pass in the parameter for the now GPString as the table name itself (in this case, TBL_REGISTRY). This works.
