Error
Remove hard-coded URLs that reference arcgis.com from the ArcGIS Instant Apps Category Gallery and Countdown templates to allow these templates to work in fully disconnected ArcGIS Enterprise deployments.

This issue is fixed in ArcGIS Enterprise 11.4. This defect is addressed in the Portal for ArcGIS Security 2025 Update 1 Patch.
