Error
Query results for Map Service layers differ between ArcGIS Server 10.4.x and 10.5.x when performing the web map 'Identify' function, if cartographic representations are configured on a layer within the service.

Solución alternativa
Create a duplicate of the layer in the source MXD used for publishing. One layer has cartographic representations and desired symbology, while the other layer does not have cartographic representations but has hollow symbology. After publishing the Map Service, do not enable pop-ups for the layer with cartographic representations. Enable pop-ups on the layer with hollow symbology.Pasos para reproducir
