Publishing elevation layers from ArcGIS API for Python to ArcGIS Online returns an error and a blank service.

Información adicional

The issue is not reproducible. It is suspected to be related to the tpk item being published to the elevation service before the item is fully uploaded, or an existing elevation layer (having the same name) preventing the elevation service from being created successfully. Tried ArcGIS API for Python 1.9.1 ArcGIS API for Python 2.0 against ArcGIS Online, and the tests were successful.
