Publicly shared secured layers with limit usage (with 'arcgisios' added as referrer) are not accessible by anonymous users in ArcGIS Field Maps on iOS devices.

Solución alternativa

By removing all limit usage URLs and referrers, and simply keeping the stored credentials, users can view secure services while signed out in ArcGIS Field Maps for iOS. Users can also download any predefined offline areas for such maps while signed out.

By signing in to ArcGIS Field Maps with any free/public ArcGIS Account, users can view the map containing the secure service and download all offline areas. This works with the 'arcgisios' limit usage referrer enabled.
