Printing in ArcGIS Online Map Viewer does not honor a layer's feature display order if it is ordered by the Style order.

Solución alternativa

1. Duplicate the layer twice (for a total of three layers).
2. Apply a filter on one of the layers with the expression 'Zone is Outer'.
3. Apply a filter to the two other layers with the expressions 'Zone = Middle' and 'Inner' respectively.
4. Order the filtered layers as desired in the map's layer list.

The print will honor the filters and layer list order.
