Portions of cached raster service used as basemap look blurry when viewed in Map Viewer Classic in ArcGIS Online and the ArcGIS Enterprise portal.

Since it works in the new Map Viewer, it can be considered a workaround. However, the user is keen to have it work in Map Viewer Classic as well.
