Please update the web help topic <a href="http://resources.arcgis.com/en/help/main/10.1/index.html#//00v000000005000000">Fundamentals of saving your customizations</a>, in which under "Creating a custom Normal Template" section there is a wrong folder given, which is " <Install Location>\Desktop 10.X\Templates " which should be " <Install Location>\Desktop 10.X\MapTemplates "
