-Open a new empty map document-Add the Tracking Analyst Toolbar-Click on Add Temporal Layer button > bring in the 2000hrcn.shp file (arcgis > ArcTutor > Tracking Analyst)-Click Next > click Finish to add in the data-Click on the Playback Manager button (the dialog opens fine)-Click on File > Open > browse to the Hurricanes.mxd-Add in the 2000hrcn.shp file > click on the Playback Manager button (the dialog will open fine)
