Error
Operations Dashboard for ArcGIS is unable to select an indicator element as a target in the Pie Chart element if the indicator element is using the Statistic reference type.

This is working as designed. Since the indicator is configured with both a value and a reference value, the author must select either the value, the reference value or both as the target, when the indicator is the target of an action.Solución alternativa
If the indicator element Reference Type is set to None or Fixed Value, then the indicator element can be selected in the Add Target option in the Pie Chart element.
