Error
On an installed and configured ArcGIS Survey123 website, the generated link to a survey is missing the portalUrl parameter, which is available in the early versions.

Solución alternativa
Adding the following line to the hosts file of the server gets rid of the timeout, and opening surveys will no longer take so long:
127.0.0.1 www.arcgis.com
