When the network hierarchy is turned on, the OD Cost Matrix Solver uses a heuristic algorithm to compute distances. If the number of origins or destinations is changed, the network search space changes and a better path may be found.

Solución alternativa

Turn off the hierarchy and re-solve or change the number of roads in the top-level hierarchy.
