Solución alternativa
Create the OIS surfaces using fields 'RUNWAYDESIGNATORIDENTIFIER' and 'RWYDESG' with the default value 18/36, the display of the surface is 'correct' in every version. However, be careful with this option, real values are being omitted to tend to generate mismatch in results and additional calculations.
Update to the latest ArcGIS Pro version.
