NoData values in Image Service created from ISREF files appear as white pixels, which will overlap adjacent imagery.

Do not use ISREF Files to create service, instead add the rasters from different coordinate systems at separate times and force the coordinate system for each individually. Be sure to specify a coordinate system for the image service that all of the different coordinate systems can be transformed to.Pasos para reproducir
