Error
Map image layers published in ArcGIS Pro with symbology in descending order display the symbology legend in ascending order in Map Viewer by default.

Duplicate of BUG-000110267.Solución alternativa
To correct the order within Map Viewer, select the service, then select the Styles tab, then click 'Style options'. As soon as the style options are opened, the legend flips to as published (descending).
Alternatively, publish the feature service instead of a map image.
