Extent indicator leaders are correctly displayed in ArcGIS Pro for the use case outlined in the bug. Currently, we have no plan to address the issue in ArcMap. The workaround for ArcMap is to use use a graphic line as the extent indicator leader line instead of the automated leader line in cases where the leader line does not draw as expected.
