Layer IDs will not reset after unchecking the 'Allow assignment of unique numeric IDs' check box.

To publish a web layer ignoring the IDs assigned to layers in the map, uncheck the 'Allow assignment of unique numeric IDs for sharing web layers' check box. At the time of sharing, if analyzer 374 is encountered (Unique numeric IDs are not assigned), right-click on the analyzer and select the 'Auto-assign IDs sequentially' option, OR in Configuration, uncheck the 'Ensure map is set to allow assignment of unique IDs' check box. Either of these options will auto-assign IDs beginning with 0.
