Solución alternativa

1) Make sure the Maplex labeling setting of "Allow labels to overlap border" is turned off. This is a per map setting accessible off the Labeling Toolbar > Labeling > Options when Maplex is the label engine. 2) Make sure none of the label classes in the map have "Never Remove Label" turned on. This should be off.
