It is unclear how to import points using the Define Areas for Reports, and run a report based on the points imported as a layer.

Based on multiple customer feedbacks, the import file workflow has been improved. Once the points are saved as a New Layer, there is the option to run reports for those points from the workflow itself. Please check out the latest version (7.1) of Business Analyst Web App.
