Individual layers of a Web Map Service (WMS) service cannot be turned on or off in ArcGIS Earth if the WMS service has group layers and does not comes from ArcGIS Server.

Solución alternativa

Create one extensible markup language (XML) file per desired layer that includes the GetCapability header and the desired layer info from the XML file, then point to that XML file in ...\<user>\Documents\ArcGISEarth\workspace\operational_layers.json.
