In the case of shapefiles, moving a feature temporarily switches the order in which the features are displayed.

There are no plans to address this. It is reproducible in ArcMap as well. Move the data into a geodatabase.Solución alternativa
As the issue does not occur with geodatabase data, consider converting the shapefile data to a geodatabase format. This might provide a more stable solution for managing feature drawing order.
