Steps for workaround1. Open ArcMap2. Add raster image (format TIFF)3. Data Frame Properties4. Map Units 5. Meters6. Ok7. Add polygon feature class8. Right Click9. Properties10. Display Tab11. Set Transparency 1%12. Zoom to layer13. Set the scale 1:15014. Switch to layout view15. Right click on data frame16. Properties17. Change frame18. No Boundary19. File20. Menu21. Print Preview > you will not see any issue with the data what so ever, it reflects without seeing an outline on the border of the map.22. If were to export the file into a PDF format you will see the same no issue what so ever.
