Error
In Portal for ArcGIS 10.4.1, labels do not display when adding a CSV file storing the coordinates in linear units with the basemap using the British National Grid coordinate system.

- The labels display as expected when the latitude and longitude values are in planar units, for example decimal degrees (geographic coordinate system).
OR
- Use a basemap with a different projection than British National Grid like Web Mercator Auxiliary Sphere.
