Error
In ArcMap 10.2.1, switching the selection is not possible for a layer with a definition query applied with the Utilities and Telecom Update 9 Patch installed.

Current workaround is to uninstall Utilities and Telecom Update 9 Patch. After uninstalling the patch, selections function normally in ArcMap 10.2.1.
