In ArcGIS Pro, the leader lines are not drawn from the Attributes pane under the Selection group in the Edit tab.

Formatting the text symbol does not add a leader line to the feature, it only changes the symbol used to display the leader line. After changing the symbol, right-click the annotation feature, and select Add Leader, the symbol edits made on the newly created leader is displayed.
