In ArcGIS Pro, some tools with extensions that are not licensed do not show the lock symbol.

Información adicional

Some tools require a complex license check to determine if they are licensed. These tools cannot get a lock icon displayed before the tool opens, as it is too time consuming to run the logic for all of the tools to determine the icon state. A full license check occurs when the tool is opened and is blocked if the tool is not licensed. The conditions of licensing are covered in the tool reference page.
