Error
In ArcGIS Pro, labels in the vector tile package are not completely displayed in case small polygon features (converted from geodatabase annotations) are labeled in the original map used to create the vector tiles.

Polygon labelling fixes in ArcGIS Pro 3.2 likely resolved this. This issue cannot be reproduced in ArcGIS Pro 3.3 or the latest.Solución alternativa
Convert the annotation features of the polygon into points using the Feature To Point geoprocessing tool and use labeled points to create the vector tile package.
