In ArcGIS Pro, adjusting the scale of an annotation layer with the symbol Shield 13, only adjusts the text size and not the symbol size.

This behavior is as designed on the Symbology pane in ArcGIS Pro. It can be set on an individual annotation feature or the entire symbol class. For the callout point symbol, set the scale property to 'Width and Height,' the default is 'None'.
