Error
In ArcGIS Online, when extracting data in KML output format, the extract data fails if the layer’s name contains numbers or special characters.

Solución alternativa
Republish the layer without numbers or special characters. Alternatively, bring the web layer into ArcGIS Pro and use the Layer To KML tool.
