Error
In ArcGIS Online, 'Manage add-on licenses' does not function properly if a user has taken the license offline. No error message is returned when trying to return or change the license from the Members tab.

Solución alternativa
Use the Licenses tab under Organization. The error message that the end user has taken the license offline is returned.
