Only the data action button is from ArcGIS Experience Builder (the others are from the ArcGIS Maps SDK > pop-up). The data action button is not designed to be a button with a 'pressed' state (toggle button) but rather a drop-down button. It has the aria-haspopup and aria-expanded properties and not the aria-pressed. Refer to the guideline: https://www.w3.org/TR/wai-aria-1.1/#aria-pressed
