Error
In ArcGIS Experience Builder, a screen reader spells out both the alternative text and the tooltip for an image.

If a tooltip is added to a widget, whether a button or an image, it serves as the HTML title for the element and is recognized by screen readers in most cases. The purpose of the tooltip is to provide additional information for mouse users, and this information should not be ignored even if the image has alternative text. The tooltip and the alternative text are separate features, and the current behavior is as expected.Solución alternativa
