Error

In an ArcGIS Online web map, pop-ups expressions fail to display for 'If' statements that output either text or numeric values. A documentation is needed to suggest casting.

This is a known limitation. A field type is inferred when validating the expression. The user should ideally be consistent with the return types or configure the formatting in the pop-up to be text if it was inferred to be numeric.
