In an ArcGIS Developers dashboard, creating a new hosted feature layer that includes a field with a value list (coded values) is not possible because the pop-up for inputting the value list opens behind the 'Add field' window.

Solución alternativa

Users (including users with ArcGIS Developer Subscription) can create hosted feature layers from scratch in ArcGIS Online on the Content tab and click New Item. Fields with value lists can later be added in the item details on the Data tab.
