IMxDocument::UpdateContents doesn't refresh TOC's Selection tab if called from IActiveview_ContentsChanged. The list of selected items in teh TOC won't change until you call IMxDocument::UpdateContents. This method must be called to refresh the TOC tab. The user has some business logic where she might only want certain layers selected based on user selectable layers. She knows the user has changed a selected layer as the ContentsChanged fires when a user selects/unselects a layer in the Selection tab (TOC). She wants to call IMxDocument::UpdateContents in this event. When she does so her tab/TOC never updates. If you move the IMxDocument::UpdateContents to an ICommand_OnCLick it works.
