ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. Solución alternativa

There are two options, *Disabling SSL helps resolve the issue. *Adding a GIS Server connection to the landscape server which is dependent on the organization and can be found from the self call in Fiddler tool all the way up to landscape 5. e.g.: http://landscape3.arcgis.com/arcgis/services
