Error
If I have two windows docked into the same panel (thus they become tabbed at the bottom), for example, the TOC + Toolbox window - using F3 makes the panel active, but not the TOC active. It only makes whatever window is currently up as the main focus. It does not make the panel and TOC the active view as expected.
