Error
If an attribute field is turned off of view in the Layer Properties window, users can still view the field when resizing other fields which are in view.

In ArcMap, there are four cursors used when interacting with the field headers: 1. Black arrow (pointed down): allows you to select a field (highlights the cells blue). 2. Black cursor with two arrows: allows you to change the width of the field headers. 3. Black cursor with two arrows and space: only appears when you hover over the location of a hidden field. When used, it brings the hidden field back to visible. 4. White (regular) mouse cursor: appears when you hover over a selected field. You are observing #3 and its behavior is correct.
