There is a geotransformation 'SVY21_To_WGS_1984_1' in the scene which ArcGIS Enterprise 10.7.1 server do not support, therefore fails to publish. It is supported in ArcGIS Enterprise 10.8 release. The workaround as mentioned in the bug report is to publish it from scene layer package.

Solución alternativa

Publishing is successful when publishing through the scene layer package.

Create a scene layer package using the Create 3D Object Scene Layer Package tool.
Add the scene layer package as an item to Portal for ArcGIS Online.
Publish a hosted scene layer from the scene layer package.

Additional Options

Create a feature class with multi-patch geometry using a different horizontal coordinate system, e.g. WGS 1984 Web Mercator.
Upgrade to ArcGIS Enterprise 10.8.1.
